As a major province for production and sales, Guangdong focuses on strengthening the construction of the used car export service system, supporting leading enterprises in building used car export bases at major ports, and supporting the establishment of a used car export enterprise alliance to promote resource docking between the main manufacturers and export enterprises.       CCTV News: Since 2024, driven by policies on scrapping and updating vehicles as well as trade-ins, the automobile consumer market has been further stimulated. At the same time, the second-hand car market has also shown a significant recovery, achieving year-on-year and month-on-month increases in transaction volumes. It is understood that in addition to the domestic circulation of the second-hand car market accounting for the vast majority, a portion of the replaced second-hand cars have also entered the international market. In Guangzhou's largest second-hand car trading market, there are quite a few international faces. Staff members report that foreign buyers are very interested in Chinese cars, especially new energy vehicles, and they are particularly decisive when placing orders. Currently, China's used car exports have transitioned from pilot programs to a full-scale opening, with rapid growth trends observed across various regions. In the first half of 2024, Jiangsu Province exported over 3,500 vehicles, with an export value of approximately $80 million; Tianjin's export value reached nearly 4 billion yuan, a 2.3-fold increase; Inner Mongolia exported a cumulative total of 6,251 used cars in the first three quarters, with an export value exceeding $100 million. Wang Du, Vice President of the China Automobile Circulation Association, introduced that the used car export market is a highlight at present, with the export volume expanding year by year. China's used car exports have already exceeded 160 countries and regions, and the brands exported by China are gradually establishing a certain brand image in the used car market. Five years ago, China initiated a pilot program for used car exports in 10 cities. In the starting year of 2019, there were only 3,036 exports, which then broke the 10,000 mark within the following two years. By 2022, this figure soared to 69,000, a year-on-year increase of over 350%. The latest data from the China Automobile Circulation Association indicates that in the whole year of 2023, used car exports have reached 270,000 units, and it is expected that in 2024, the figure could potentially break through the 400,000-unit milestone.   Multiple regions set up platforms to increase large-scale exports. In February 2024, the Ministry of Commerce and four other departments issued a notice to carry out used car export business nationwide. At the same time, various regions are actively building platforms to promote the industry towards scaling up. A few days ago, the Shanghai Port Used Car Export Comprehensive Service Center was officially completed and put into use. As the first used car export inspection point within a port area in the country, the "Service Center" can provide "one-stop" motor vehicle registration and port logistics comprehensive services for used car export enterprises in Shanghai and surrounding provinces and cities. This reduces the risks and transportation costs associated with multiple movements of export vehicles and significantly speeds up the inspection and export efficiency of used cars. As an important base for China's automotive industry, Chongqing is also vigorously promoting the "Chongqing Vehicles Going Global" action plan. Data shows that in the first half of 2024, Chongqing exported 223,000 vehicles. Among them, 12,796 used cars were exported, with an export value of $360 million, covering 42 countries and regions around the world, becoming a new growth point for foreign trade exports. It is understood that Chongqing's used car exports have also expanded into the mid-to-high-end market. After establishing the export model of "used car export + bonded + China-Europe Railway Express," Tianjin has been continuously expanding its export business of engineering vehicles, commercial vehicles, traditional energy and new energy passenger cars, and other models in recent years. From January to October 2024, more than 8,000 used cars have been exported in total. Not long ago, Tianjin innovatively launched a cross-border quality assurance service for used car exports, allowing overseas consumers to contact customer service at the first sign of vehicle failure to receive effective after-sales warranty guidance, which helps the industry to develop healthily.

    "Let data travel more, and businesses travel less." Zhang Xu, Senior Manager of Used Car Management at the Market Operations Department of Beijing Auto International Development Co., Ltd., candidly stated that in the past two years, the popularity of parallel exports has, on one hand, opened up blank markets and warmed up foreign markets, but on the other hand, it has also brought certain negative impacts on export companies with manufacturer backgrounds, causing an impact on manufacturers' overseas markets. Some used car export companies have brought the "involution" trend abroad, disrupting local market price systems and leading to increasingly fierce competition in Central Asia, the Middle East, and Russia.   Regarding the current difficulties in used car exports, Zhang Xu believes they are mainly manifested in different policies in various countries overseas, low matching degree of car sources, and companies are car hunting per order, making it very difficult to find cars. In terms of export tax rebates, public account vehicles can get a 13% tax refund, while personal vehicles cannot get a tax refund, resulting in a 13% price difference and causing profit loss. In terms of vehicle certification, the qualification certificate that comes with a new car is kept by the vehicle management office for two years after the license plate is handled and then destroyed, causing sellers to be unable to provide it to dealers or buyers who need it when exporting.   In addition, overseas customers are more accustomed to selecting products through Alibaba International Station and leaving their contact information. Japan has an international platform where they can find cars online, make payments, and track shipping and logistics progress. Therefore, there is a hope that our country can also establish such an online platform that is more suitable for used car exports.   Yang Zetao, the founder of HuiMao Tianxia (Beijing) Technology Co., Ltd., pointed out that many domestic used car trading platforms' export businesses have not yet formed a service loop. Although some companies have established used car export marketing/service platforms relying on industry resource advantages, they mainly focus on online display and communication docking, and have not truly achieved full-process services such as online car selection and online transactions.   To solve the above problems, the Beijing Used Car Export Service Center is under construction.     The African market remains to be deeply explored: "Our country's used car exports mainly flow to Central Asian countries and Russia, but after the market trials of the past two years, it has become very difficult for companies to make money in these regions, so we have focused our business on the development of the African market this year," said Zhong Yi, CEO of the automobile export trade company SRC Super Technology, candidly. Zhong Yi introduced that the African market is optimistic due to several conditions that have basically matured. First is the vehicle source; with the domestic used car transaction volume increasing year by year, the vehicle source has become very abundant. Second is the stability of national relations; China has long maintained a good cooperative and mutually beneficial relationship with African countries. Third is demand; African consumers have some personalized needs for used cars. For example, due to poor road infrastructure, customers require that the vehicle's ground clearance should reach 18 centimeters. If domestic used cars are sold locally without adjusting the ground clearance to 18 centimeters, the vehicles are likely to damage the chassis during operation, leading to battery fires. Fourth is the ownership rate; Africa has a population of nearly 1.4 billion, but the car ownership rate per thousand people is only 23, which provides a good opportunity for our country to export used cars. Additionally, the average age of customers in the African market is very young, and the average monthly income is equivalent to 500 to 1000 RMB, similar to China in the 1990s, so low-priced cars have a market. It is also undeniable that different African countries have different demands for left-hand drive and right-hand drive vehicles. Zhong Yi introduced that in the past, China's used cars could not be exported to right-hand drive countries. The conversion of left-hand drive to right-hand drive vehicles indeed has certain technical difficulties. Therefore, SRC Super Technology has cooperated with professional modification companies to establish a preparation center, which can leverage its own advantages to convert domestic used cars into right-hand drive vehicles for export. This not only meets the local market's demand but also increases the product's added value, achieving differentiated export products.   "Logistics need to balance efficiency, cost, and safety."     Rationally address various challenges:   Although the overall situation for used car exports is positive, Liao Zhiyong warns that domestic companies should be keenly aware that used car exports still face many issues and challenges, such as the complex and volatile international environment, increasingly intense domestic competition, overseas standard alignment, brand building, and after-sales service. Firstly, the international environment is complex and changeable, with regional conflicts affecting import and export trade, so export companies must be capable of dealing with complex international situations. Secondly, the trend of internal competition among export companies is gradually becoming apparent, with phenomena such as product homogenization, lack of transparency in vehicle conditions, and odometer tampering emerging one after another. The industry should continuously strengthen self-discipline and operate with integrity. Thirdly, in terms of systematic construction, domestic infrastructure is relatively well-developed, but overseas service networks and financial support systems still need to be established. At the same time, there is a deficiency in credit ratings for export companies and credit data for overseas companies. Tian Tian, Deputy Secretary-General of the China Automobile Circulation Association, stated that in addition to the complex and changing international situation, adjustments to automobile import policies in export destination countries have a significant impact on trade. For example, Russia has adjusted its tariff policies several times; many Central Asian countries have imposed restrictions on imported vehicles; Jordan in West Asia has increased tax rates on imported pure electric vehicles and requires relevant Mac certification. In addition, various trade credit risks and exchange rate risks in international trade cannot be ignored, such as used cars shipped to Russia, but due to a significant devaluation of the Russian currency, many companies that have not yet received payment have suffered considerable losses. Therefore, companies should be cautious in various customs affairs and procedures to avoid overseas buyer credit risks and exchange rate risks. It should not be overlooked that the domestic used car export sector faces the issue of an incomplete supporting system, especially in terms of financial support, which needs to be strengthened. Japan and South Korea's new and used car exports are accompanied by a corresponding financial system, such as Mitsubishi UFJ Bank, Sumitomo Mitsui Banking Corporation, and Mizuho Bank, which go global with Japanese enterprises. Tian Tian suggests that Chinese companies can strengthen communication with banks that have an international background and experience in automotive foreign trade to secure bank credit, remittance settlement support for used car export business, and to have their export companies' creditworthiness rated.   Collaborate in 'going global' and reject disorderly competition: Faced with new domestic and international situation changes, Liao Zhiyong suggests that used car export companies should focus on the following key points: First, they should seize opportunities and actively explore international markets. Make full use of national policy dividends, deeply understand the laws and regulations, consumption habits, and demand characteristics of the target market, accurately position, and implement precise policies. Change the previous extensive management and simple trade mindset.   Second, they should strengthen cooperation to avoid cutthroat competition and achieve mutual benefits and win-win situations without resorting to price wars. If competition relies solely on price, it will only lead to heavy losses for both sides. At the same time, they should also strengthen exchanges and cooperation within and outside the industry, build a supply chain system together, collaborate, share resources, seek common development, and jointly create a used car export brand with international competitiveness. The overseas market is vast, with opportunities in every region and every niche market. Chinese companies should not swarm to the same place, such as Russia and Central Asia, where there is good performance, leading to disorderly competition. Different companies should leverage their strengths, utilize their advantages and resources, work together to explore overseas markets, and face the fiercer competition abroad together.   Third, they should focus on innovation to enhance core competitiveness. Companies should continuously innovate in product selection, value-added services, and marketing strategies to increase the added value and market competitiveness of used car export products. Future competition will not be limited to price but will also involve after-sales, spare parts and related services, brand promotion, sales channels, and even autonomous driving and AI technology, all of which will enhance the added value of products and services and the comprehensive competitiveness of the enterprise.   In addition, used car export companies must strengthen their internet promotion capabilities. Currently, domestic car merchants lack overseas customer resources. If used car export companies can cooperate deeply with internet companies, build their own independent websites, and form a group of export merchants' independent websites, each targeting different products, different fields, and different keywords, the overall traffic can be pooled together. They can interface with overseas customers externally and with a vast array of domestic car sources internally, building a Chinese car export traffic system. It will be like the entire commercial system of TikTok, forming a model where everyone contributes and benefits. Companies can earn money from traffic if they have traffic, from sales if they have sales capabilities, and from related supporting services if they can provide them.   • How does the export of used cars become a new highlight in foreign trade?
    With the establishment of "one-stop" service centers in various parts of the country, the export of used cars has accelerated, becoming a new highlight in the growth of China's foreign trade this year. In February of this year, the Ministry of Commerce and four other departments decided to carry out the export business of used cars nationwide and issued the 2024 No. 6 announcement, which fully transitioned the export of used cars from a pilot system to an application system. Since then, local commerce departments have strongly supported capable and willing enterprises to apply for used car export qualifications and conduct used car export business. Since the application began, about 2,800 enterprises nationwide have been registered with used car export qualifications, and the annual export volume of used cars is expected to reach a new level of 400,000 units.   High concentration of export destinations: According to data from the Ministry of Commerce, between 2019 and 2023, China exported a cumulative total of 367,000 used cars, amounting to $8.74 billion, reaching over 160 countries and regions. In 2023 alone, China exported 275,000 used cars. Data from the China Automobile Circulation Association shows that from January to July of this year, China exported 203,000 used cars, with an expected annual scale of 400,000 units, representing an approximate year-on-year increase of about 30%. Currently, China's target markets for used car exports are primarily Central Asia, Eastern Europe, and the Middle East, which are part of the "Belt and Road" initiative. Kyrgyzstan, Russia, Uzbekistan, the United Arab Emirates, and Kazakhstan rank as the top 5 countries for China's used car exports. The export volume to the top 10 destinations accounts for about 90% of China's total used car exports, indicating a very high concentration. This reflects, on one hand, the focused strategy of Chinese companies in cultivating certain markets and, on the other hand, the increasingly fierce competition among export companies in these markets.   From January to July, China's used car exports to the United Arab Emirates ranked first, followed by Kyrgyzstan, Russia, Uzbekistan, and Kazakhstan. Some used car dealers use Central Asia as a transit point to sell to Russia indirectly. The global scale of used car exports exceeds 5 million units, with significant overall export potential. Currently, China's used car export volume is only 3% of its new car exports, leaving considerable room for growth compared to Japan, the United States, and South Korea. Liao Zhiyong, the assistant to the chairman of Guangdong Haoche Holding Co., Ltd., stated that China's used car exports face many favorable conditions, such as strong national policy support, the continuous advancement of the "Belt and Road" initiative, the vast demand in international markets, and the continuous improvement of China's automotive industry competitiveness. As China's new car export pace accelerates and the brand recognition of Chinese cars continues to rise, the technology, products, and after-sales service in the industry chain are being continuously improved. Many countries have introduced preferential policies related to the import of new energy vehicles, including tax reductions and relaxed import conditions. This year, the business opportunity for exporting used cars with high mileage has begun to gradually emerge. According to Liao Zhiyong's analysis, the reasons include: first, the price war of new cars leading to a decrease in the price of used cars in China; second, the national and local governments have introduced differentiated support policies for used car exports; and third, the supporting supply chain services are gradually improving, with significant potential in after-sales and spare parts exports. The conference aimed to strengthen communication and collaboration between foreign trade enterprises and banks, promote the effective implementation of foreign trade financing services, address the financing challenges faced by foreign trade enterprises, and further promote the stable development of the foreign trade industry. However, with the continuous development of the used car export industry, foreign trade enterprises face many challenges in terms of funding, which has become a bottleneck for further enterprise development. This conference was specifically designed to build a platform for bank-enterprise communication to explore solutions together. Following that, the attending representatives from major banks spoke in turn, introducing their respective preferential policies in the international business of used car exports. The content covered key elements such as loan amount ranges, interest rate levels, loan terms, repayment methods, collateral requirements, and approval processes, presenting to the enterprises the strong measures and distinctive advantages of each bank in supporting used car export enterprises. During the interactive exchange session, representatives from Henan Dongdong and Sanmenxia Qihang spoke as enterprise representatives. They expressed that banks still lack sufficient understanding of the used car export industry. The used car export industry, especially in Henan, began to develop on a large scale after 2022. The rapid development of the industry has led to insufficient understanding and recognition from banks, resulting in obstacles for used car export enterprises during credit approval. Used car export enterprises should communicate more with banks and learn from each other. Secondly, there is a lack of credit enhancement measures for used car export enterprises. The used car export belongs to a light asset, high turnover, and liquidity industry. Enterprises do not have a large amount of fixed assets as credit enhancement measures, and enterprises encounter obstacles when financing. At the same time, the existing bank products cannot match the needs of new enterprises within the industry. As an emerging and rapidly growing industry, the duration of enterprise operations within the industry cannot meet the credit approval requirements of traditional foreign trade industries set by banks. Banks can consider relaxing approval conditions according to the characteristics of the industry to meet the funding needs of used car export enterprises and support the development of the used car industry in Henan Province. In response to the demands of enterprises, the Henan Provincial Department of Commerce actively plays a coordinating and guiding role. Cheng Yong'an, Director of the Foreign Trade Department, emphasized clear expectations and requirements to the attending bank representatives. Yet, they do not pay value-added tax, they do not pay customs duties, they do not pay recycling fees, they do not pay 'primary taxes' - nothing at all."   Sanzhar Bokayev believes that by adopting such innovations and combating grey imports, the government has only created favorable conditions for car dealers, as buying a car in Kazakhstan is much more expensive than abroad. For instance, the Hyundai Elantra is priced at 4.2 million tenge in China. When a Kazakh citizen brings this car, they must pay customs duties, value-added tax, and excise duties. All these add up to 2 million tenge. The GLONASS button costs 180,000 tenge, and the disposal fee is 646,000 tenge, in addition to temporary storage and vehicle registration. For a Kazakh citizen bringing it from China, the price of this car can reach up to 8 million tenge. In Kazakhstan, the same "bare" Elantra is already priced at 10 million tenge at car dealerships, and if it has higher specifications, the cost of the Elantra can reach 13 million tenge, Bokayev calculates. The latest news from Kazakhstan can be understood to mean that for individuals, the opportunity to bring brand new cars into Kazakhstan has completely disappeared.   • The honeymoon phase for the U.S. agricultural machinery market has come to an end.
    At the peak of the agricultural crisis in the mid-1980s, in the late summer of 1985, Columbia, Missouri, was filled with rows of used harvesting equipment at a repossessed agricultural machinery liquidation auction. A total of 174 pieces of agricultural equipment were auctioned off that day. Fast forward to the present, a Bloomberg report claims that second-hand equipment, rather than new technology, is the star of this year's U.S. Agricultural Progress Exhibition. The article highlights that the bids at BigIron Auctions, one of the exhibitors, are the highest ever. While this may be good news for auction companies, it could spell trouble for the industry as a whole.   You might wonder, how bad is it? When agricultural equipment manufacturers start laying off union workers, closing factories, and moving production to Mexico, and dealers are left with an oversupply of second-hand equipment, the trend is shifting rapidly.   Trend Analysis Many have observed the agricultural economic cycle. This time, despite a sharp increase in input costs, commodity prices have kept pace, and ultimately, agricultural net income reached $182 billion in 2022. However, those good times have passed. By 2024, agricultural net income is expected to drop to $140 billion.   U.S. agricultural equipment manufacturers and machinery dealers set a decade's best sales record in 2021 and continued strong sales for most of 2023. Although sales of new medium and small tractors peaked in 2021, sales of high-horsepower tractors and combine harvesters have remained steady until earlier this year.   The Party's Over High inflation, high interest rates, and falling crop prices have dampened the recent sugar rush effect on the agricultural equipment industry, signaling the end of the honeymoon phase for the U.S. agricultural machinery market. Over the past four years, the average price of new machinery has risen by 30%. In 2020, the average price of a new tractor was $363,000. By 2023, it soared to $491,800. Since March 2022, the Federal Reserve has raised interest rates 11 times to curb inflation. As a result, not only are the costs of new machines at least 30% higher, but also the loans for purchasing capital goods are 161% more expensive. Now, as commodity prices are falling faster than interest rates or equipment prices, this boom period has come to an end.   Ripple Effects The Association of Equipment Manufacturers in the United States has stated that in June 2024, sales of new two-wheel drive tractors fell by 16.3% compared to 2023. Sales of combine harvesters have dropped by 31%.   Dealers are trying to stay ahead of the trend. Their response to this economic downturn is a world apart from the previous recession between 2014 and 2015. This time, dealers have been aggressively reducing their inventory of large new second-hand machines. In the first eight months of 2024, the original number of one to two-year-old equipment on the market has increased by 450% compared to 2014 and 2015.   Online auctions, a market force that was in its infancy a decade ago, have become a significant player. Machinery auctions used to be a local affair, but now they are regional, perhaps even national. Even farmers over 65 are bidding on tractors from states away.   The unprecedented number of large new second-hand equipment transactions suggests that the sooner the issue of oversupply is addressed, the sooner the industry will return to a prosperous era. The speed at which this happens will depend on many factors, so it may be wise to cautiously guide the market in the right direction.   Yearning for Certainty There is much that can be done to bring more certainty to the market, and perhaps the following checklist could address the issue: - Pass a new agricultural bill. - Permanentize depreciation incentives. - Suspend new EPA and climate change regulations. - Do not increase corporate or individual tax rates.   According to market analysts, the industry may be at the bottom of the roller coaster for about a year. The good news is that, in the long run, all signs indicate that the agricultural manufacturing sector will recover very healthily by the end of this decade.   With the increasing integration of robotics, artificial intelligence, and information systems, the U.S. agricultural machinery industry is expected to grow from $39.56 billion this year to $53.7 billion by 2029.
